In light of recent media coverage and public discourse, I would like to take this opportunity to clarify key facts regarding the proposed Union Health and Terre Haute Regional Hospital merger. The potential merger is a pivotal moment for our community, one that will enhance health care access, quality and outcomes for residents of the Wabash Valley.
As the Indiana Department of Health reviews the Certificate of Public Advantage application, approval of which is necessary for this merger to proceed, the public input received is essential to ensure that the interests of our community are front and center.
IDOH’s review process, mandated by legislation passed by the Indiana General Assembly in 2021 and outlined in state code, requires thorough evaluation and a determination that “there is clear evidence that the proposed merger would benefit the population’s health outcomes, health care access and quality of care” locally. Not only is IDOH statutorily tasked with evaluating the application submitted by Union and Regional, they also must maintain ongoing supervision of the post-merger services and care delivered to our patients if the application is approved. Such active supervision by IDOH and a cap on prices built into the statute protects consumers.
The Wabash Valley has faced significant health challenges in recent years, and market pressures of competition between Union and Regional have not sufficiently addressed these issues. Specifically, Vigo County ranks poorly in comparison to Indiana’s other 91 counties in several key health performance indicators, according to data published by IDOH, including 68th in life expectancy, 60th in suicide rate and 54th in adult obesity. This data suggests that, while hospital competition has been present in the community for years, it has not produced results that are benefiting residents of the community. Therefore, this merger represents an innovative solution in working with IDOH that is aimed at overcoming these persistent health disparities.
Union and Regional have worked diligently to provide comprehensive data and documentation to IDOH, illustrating the potential positive impacts of the merger. The merger is not merely a business transaction; it is a strategic effort to improve healthcare delivery in our community. By combining resources and expertise, Union Health and Regional Hospital aim to expand services, enhance the quality of care, and ultimately improve health outcomes while maintaining cost efficiency for consumers. Additionally, understanding that community health is a key consideration in economic development, Union Health hopes the potential agreement will create new job opportunities and an emboldened economy for residents in our community.
As IDOH continues its thoughtful review of the proposed transaction, it is imperative that all voices are heard, and that the unique context of our community is taken into account.
